The following criteria must be met to qualify for the Outstanding President Award:
- Monthly club reports submitted (postmarked) to the Ruritan Home Office no later than the 10th of the month following the club meeting
- National dues are paid (postmarked) by the 10th of the second month of the quarter
- Club must show no net loss in membership for the calendar year ending December 31
- If the death of an active member occurs in the last month of this year (December), this would not count against or affect the active membership requirement of this award
- Club represented at district convention
- Club Community Service Reports submitted to District Governor by October 1
- Average yearly attendance is 75% or greater
- Names and addresses of newly elected club officers submitted (postmarked) to the Ruritan Home Office by November 10
- Club must be above charter strength (16 members)
- Must attend one of the following during the calendar year: Cabinet meeting, Zone meeting or District Convention
